Housing Programs
Homeowner Repair Program
The Emergency Home Repair Program provides deferred loans of up to $5,000 for very low income (at or below 50% of area median income, as determined by HUD) property owners within the city of Covington. The deferred loan is used to assist eligible homeowners with emergency repairs to safeguard against imminent danger to human life, health or safety or to protect their property from further structural damage. The applicant must have fee simple title to the home no less than 24 months prior to application. There is no repayment of the deferred loan as long as the property is owned and occupied by the applicant. Once assistance is received the applicant must wait 5 years (2 years, if disabled or over 65) before initiating another application.
Homebuyer Assistance
Downpayment assistance in the form of a deferred payment, interest free loan is one benefit from this program offered to income eligible applicants. This loan bears no interest and is repaid when the first mortgage has been paid in full, deferred for up to thirty years, the owner vacates, sells or transfers the property, or at the time the owner's estate is probated. The loan will become a grant if the owner occupies the home as their principal residence for fifteen years from the date of purchase. Another benefit is a free homeownership class entitled "Yes You Can...Own a Home". Local professionals will walk you through each step of the home buying process, from budgeting to loan closings and even home maintenance.
Homeowner Rehab Program
This program offers loans from $1,000 to $25,000, based on various criteria, to Covington residents who own and occupy their home with incomes at or below 80% of the area median income, as determined by HUD. The purpose of the program is to preserve Covington's housing stock by correcting housing code and incipient code violations. Funds from the program may be used for Single-Family, Multi-Family (One to Four Family Unit Dwelling) and Mixed-Use (Residential and Commercial) properties. Whenever possible, the City's Owner-Occupant Rehabilitation Program will work with any private lending institution in Covington in order to maximize funding for rehabilitation purposes.
Section 8 Housing Choice Voucher
The Section 8 Housing Choice Voucher Program is a federal rent subsidy program sponsored by HUD. Its purpose is to assist eligible elderly, or disabled or very-low income households secure decent, safe and sanitary housing in Kenton County. All rental units used for this program are inspected to insure that they meet Housing Quality Standards set forth by HUD. Qualified families pay 30% of their gross income for rent and utilities. The Section 8 Housing Choice Voucher Program pays the remainder of the total contract rent to the landlord with money allocated from the Federal Government.
